I agree on the brakes but there's no way you need big mountain/all terrain tires if all you do is ride on concrete to go to work... furthermore, smaller tire will have a definite impact on the amount of energy you need to make it go faster... don't dismiss this factor. If it weren't true there's no way I'd be riding my race bike on slick 23 mm tires inflated to 110lbs...
