No doubt this is tragic. Had I been there and seen he was injured and bleeding, I would have called 911.
However, I will say that its about a daily occurance that I see at least one homeless man sprawled in the sidewalks in NYC... and you wouldn't call 911 for all of them - most times they're just passed out drunk. That may seem callous, but its fairly common.
