Scott Henderson comes to mind. I guess moreso than just tone, note choice and inflection has a bigger influence on that feel.
Any others? How/why do you feel their playing is sax-like?

Allan Holdsworth, for his tone and unique phrasing:
The late John McGeoch (Magazine, Siouxsie And The Banshees) played both instruments. Some of the sax phrasing is evident in his guitar melodies. Sometimes, he double tracked the two instruments so well that they are difficult to tell apart.

Holdsworth big time. I saw him at a clinic he was giving at a Carvin outlet in Sherman Oaks about 15 years ago when his signature Carvins were coming out and he was explaining how he was jealous of horn players because the note would sustain as long as they blew so you could all kinds of things with the note, so he's always been trying to duplicate that effect, to the extent that you can with a guitar anyway. Said he hates overdrive and distortion but that it's the only way he can approximate the horn effect on a guitar so he just lives with it.
In 1861 as the Confederate forces were about to fire on Fort Sumter, the blue and gray had infinitely more in common than the blue and red today. What fellowship can "the truth shall set you free" ever have with "there is no truth, only points of view", or "what is truth?"
Secession would be a horror. But barring a major national crisis like a Black Death magnitude epidemic or nuclear attack to erase once and for all the myth that truth is negotiable, it is coming.

He spent a lot of time trying to make picked notes, hammer-ons and pull-offs sound as close to identical as possible.

It started for me with Twinkle Twinkle Little Star in 54 on a Blues Harp and progressed , then life .....some death ....Evolving as I went like a small rock in a stream rounding out as I went with the flow as I go through the white waters and waterfalls of life . Life has always been interesting to me
Here is a great representation of Allan's sax like legato:
