Legally, women are allowed to go topless in Canada. I've never actually seen one taking advantage of this fact though . . .

Topless/bottomless, it's all the same. The point is that someone, somewhere, decided that there are certain parts of the body that are offensive. And nobody around that person had the presence of mind to say "you're off your rocker, mate". And sadly, that person's decision became "fact" through repetition.

Well there isn't an easy answer to this question nor was it just the thought of one person. Different civilizations have been covering themselves for thousands of years all across the world, even before coming into contact with other civilizations that covered themselves.
